PROJECT-GOALS.md is a simple Markdown document dedicated to the objectives, requirements and boundaries of a project.

It helps separate the destination of the project from tool-specific instructions such as AGENTS.md, CLAUDE.md, GEMINI.md or copilot-instructions.md.

Because it is plain Markdown, the file can be stored, reviewed and versioned alongside the rest of the codebase.
